WSCONA Special Bylaws Meeting - Wednesday September 20, 2023
The Albuquerque City Council voted to update the Neighborhood Association Recognition Ordinance (NARO in 2022. The Ordinance was problematic in ways we will discuss at the September 20, 2023, meeting. Several changes in Bylaws became mandatory for coalitions of neighborhood associations to continue with recognition status from the City of Albuquerque. WSCONA explored options or possible district court or state enforcement reprieves with our legal advisors. In the end, the consensus was that our only option was to meet the requirements in the short term. With the update came the necessity for recognized neighborhood associations, and now the City of Albuquerque recognized neighborhood coalitions to revise their bylaws to comply with the NARO.
The deadline to revise your bylaws and have a final, approved version on file with the Office of Neighborhood Coordination (ONC) is Monday, November 27, 2023.
The past and present WSCONA Executive Committee members have reviewed the coalition Bylaws requirements ending in the draft sent earlier this week. Our Agenda will focus on what the NARO requires as approved and a review of the current draft approved by the EC earlier this week. We will follow the same format as the EC meeting by reading an excerpted section of the NARO followed by a reading of the draft Bylaws by Article and Section.

Opening the discussion to questions, clarifications, and modifications or additions. (Elizabeth Haley)
If a quorum of voting members is present, the President will entertain motions and seconds on proposed changes. The members will vote on suggested changes or additions.
Approval of the final draft
The final vote on the Final Bylaws will probably be the first item on the Agenda for the Wednesday, October 4, 2023, meeting.
